The Stage-3 restrictions were lifted earlier this week, and the Stage-4 measures were last enforced on December 24. However, with the AQI hitting 396 by Wednesday evening and expected to exceed 400, authorities deemed it necessary to take immediate action.
Stage III actions, aimed at addressing “severe” air quality, and Stage IV measures, activated during “severe+” conditions, will now operate alongside the existing Stage I and II curbs.
“To prevent further decline in air quality and adhering to the directives of the Hon’ble Supreme Court, the Sub-Committee on GRAP has resolved to implement all actions under Stage-III (Severe air quality) and Stage-IV (Severe+ air quality) with immediate effect. These measures will be enforced in addition to the ongoing actions under Stage-I and Stage-II,” read the CAQM order.
“All actions outlined in the GRAP schedule will be strictly implemented, monitored, and reviewed by relevant agencies across the entire NCR to prevent further decline in air quality levels. Implementing agencies are directed to maintain strict vigilance and intensify enforcement of the GRAP schedule,” the CAQM stated.
Under the restrictions in Delhi-NCR, the use of BS-III petrol and BS-IV diesel cars (four-wheelers) is prohibited. Physical classes are suspended for all students except those in Classes 10 and 12.
State governments in NCR and the Delhi government will decide on allowing 50% of employees in government, municipal, and private offices to work from home, while the central government will determine the same for its employees.
The entry of trucks into Delhi is banned, except for those carrying essential goods or providing essential services. However, LNG, CNG, electric, and BS-VI diesel trucks are allowed entry.
Similarly, light commercial vehicles registered outside Delhi, excluding EVs, CNG, and BS-VI diesel vehicles, are barred from entering unless they are transporting essential commodities or delivering essential services.
