This public policy will allow eligible foreign nationals who are working in Canada and who either hold a work permit or have applied to renew their work permit and are authorised to work to study without a study permit. To be eligible for this public policy, the foreign national’s work permit application must have been received by IRCC on or before June 7, 2023, the Immigration Refugees and Citizenship Canada (IRCC) said in the updated operational instructions and guidelines.
Basically, if one has a valid work permit and applied on or before June 7, 2023 or if they have a work permit application in progress and applied on or before June 7, 2023, they are eligible to study in Canada without study permits.

The government has clarified that the exemption granted will apply until the work permit application referred to is refused, the work permit or associated application expires or the expiry (June 27, 2026) or revocation of the public policy, whichever comes first.
How to prove one is eligible to study without a study permit?
The learning institution where one plans to study may ask them to prove they are eligible to study without a study permit. If they request this proof, one must provide one of these documents:
-your valid work permit
-your acknowledgement of receipt (AOR)
-the work authorization letter we issued when you applied for your work permit extension

Even if one is eligible to study without a study permit, there are some situations in which it may be useful to hold a study permit. People should apply for a study permit if they want to register for a course, degree or program that extends beyond the aforementioned dates, or their work permit extension application is refused, the government said.
